Harbor rework confirmed for Valorant patch 11.10

Riot Games has officially confirmed that Harbor, one of Valorant’s least-used agents, will receive a major rework in the upcoming end-of-year patch (Patch 11.10). The announcement was made during Valorant Champions 2025 in Paris, alongside hints at other gameplay adjustments coming to close out the competitive season.

Harbor’s long-awaited rework

Since his release in 2022, Harbor has struggled to find a place in Valorant’s evolving meta. Despite his unique water-based abilities, he remains one of the game’s least effective controllers, with a low pick rate in both ranked and professional play.

Speaking during the Champions 2025 broadcast, Ryan Cousart, Game Designer at Riot Games, acknowledged the community’s concerns and confirmed that the rework will redefine Harbor’s role while staying true to his original concept.

“A lot of Harbor’s identity is still true, and we wanted to make sure that was there, where he is kind of this Initiator [and] Controller hybrid,” Cousart explained.

“There’s a lot of stuff that we’re going to be kind of shuffling around and making you think about those abilities in a different way. But we also have a couple of new abilities that we wanted to add through.”

While Riot hasn’t detailed the exact changes, the rework is expected to adjust Harbor’s utility cooldowns and water wall mechanics, making his kit more adaptable in both defensive setups and aggressive site executions.

Harbor’s current state in Valorant

Harbor has long been considered an underperforming agent. His abilities—High Tide, Cascade, Cove, and Reckoning—offer strong visual flair but limited tactical impact compared to controllers like Viper, Omen, or Clove.

In professional Valorant, Harbor has been nearly non-existent. During VCT 2025 Americas Kickoff, he wasn’t picked once by any player across the tournament, highlighting his lack of viability in high-level play.

The upcoming rework aims to solve this issue by refining Harbor’s hybrid identity, allowing him to function as a flexible support agent who can initiate fights and control map space effectively.

Riot’s approach to end-of-year balance patches

Harbor’s rework is part of Riot’s broader plan to bring major gameplay updates with Patch 11.10, described as a “foundational reset” for Valorant heading into 2026.

Tiffy Tsay, Senior Product Manager at Riot Games, explained that these larger end-of-year updates allow the development team to make impactful, structural changes to the game.

“We do try to strive for small balance patches throughout the year to kind of like, address outliers,” Tsay said.

“But sometimes we do need to take bigger swings at things in one go. And that’s what kind of the goal for the end-of-year patches is. It’s really to set up the foundations for next year so that when you come back into next year, the game is feeling fresh and we are ready for all the new content to come out too.”

When will Patch 11.10 release?

Riot has not confirmed an official release date for Patch 11.10, but it is expected to launch as part of Valorant’s next season in late 2025. The patch will likely include not only Harbor’s rework but also weapon tuning, bug fixes, and agent balance updates across the board.

Fans are hopeful that Harbor’s revamp will finally elevate him into a competitive pick, particularly on maps where his abilities can control chokepoints and provide new tactical options.
