When you compare a Faceit lvl 10 with a Global Elite from a gameplay standpoint and only look at the ingame things. The biggest difference must be the utility usages and team play. A level 10 often knows how to use grenades to further his advantage. A level 10 will also be better at trading his teammates doing trad fragging. Couple all of this with better game sense and being more consistent. All of this is the reason why a Global elite will only match to a Faceit level six or seven.
Many Global Elite players believe they are the best in the game but, nowadays, MatchMaking is just not the same as Faceit.
